The NACE Coating Inspection Program (CIP) had just begun in the early 80s, but those getting certified did not work for a contractor. That has changed. Now contractor quality control (QC) and owner quality assurance (QA) are much more clearly defined.

SSPC’s Painting Contractor Certification Programs (PCCP), which was initiated in 1987, has taken hold in many industry segments, and individual painters are now being certified. It is finally clear that the painting contractor is responsible for front line inspections.
Concrete is the second most common man-made material after potable water, yet it is a complex material that is poorly understood. Steel reinforcement is added to improve the concrete's tensile strength and ductility and is initially protected by the high concrete pH and depth of cover concrete. Eventually, due to the ingress of deleterious ions, lowering of the pH from carbonation, or electrical potential changes within the steel, corrosion will occur.

Duplex coatings are used to protect galvanizing in harsh environments, provide aesthetics, and enhance corrosion protection. Surface preparation is critical to achieving long term performance, and abrasive blasting was found to be the most effective surface preparation technique.
Common methods of maintenance painting either involve complete removal of existing paint (SSPC-SP 10) or localized preparation using power tools (SSPC-SP 3). Sometimes an intermediate level of surface preparation may be performed by allowing intact tightly adherent coating to remain. Abrasive blasting may be used to prepare either localized areas, or to partially prepare the entire surface, allowing well-adhered aged coating to remain.
