Two-Coat Low VOC Maintenance System for DoD Aboveground Storage Tanks

To protect against corrosion, exterior Department of Defense (DoD) Aboveground Storage Tank (AST) surfaces initially receive a three-coat coating system consisting of epoxy primer (MIL-DTL-24441, Formula 159, Type III), epoxy intermediate (MIL-DTL-24441, Formula 152, Type IV), and polyurethane topcoat (MILPRF-85285D, Type II).  Exterior AST maintenance painting is generally required at less than eight years’ service.

To protect against corrosion, exterior Department of Defense (DoD) Aboveground Storage Tank (AST) surfaces initially receive a three-coat coating system consisting of epoxy primer (MIL-DTL-24441, Formula 159, Type III), epoxy intermediate (MIL-DTL-24441, Formula 152, Type IV), and polyurethane topcoat (MILPRF-85285D, Type II).  Exterior AST maintenance painting is generally required at less than eight years’ service.  The initial three-coat system is not appropriate for use over aged and weathered coatings and contains more than 304 g/l (2.5 lbs./gal) of Volatile Organic Compounds (VOC) per coat.  Work associated with field demonstrating a novel “Two-Coat Low VOC Maintenance System” applied to the exterior coating systems of two ASTs is presented.  The two-coat system employed the Small Business Innovative Research (SBIR) developed Low VOC Barrier Coating (LVBC), for use as the direct-to-weathered paint barrier coat, followed by the Environmental Security Technology Certification Program (ESTCP) validated Zero-VOC Topcoat (ZVT).
