New and upcoming VOC regulations are changing the high performance coatings industry. Some products are being eliminated; others are modified all while new technologies are emerging. This paper will use South Coast Air Quality Management District (SCAQMD) regulations as the basis for discussion. While these regulations affect a small geography, they impact a large population and give an indication of the future, as regulations are being or have been implemented in many areas. The California Air Resources Board is currently proposing changes to the Suggested Control Measures for Architectural Coatings that were established in 2000. As coating products change, specifiers, architects, engineers and coating contractors are impacted.

PURPOSE OF THIS REPORT: • Explain the history of South Coast Air Quality Management District (SCAQMD) Rule 1113 – Architectural Coatings and the process that SCAQMD goes through to lower Volatile Organic Compounds (VOC) in architectural coatings. • Report on progress toward achieving low-VOC products with respect to the coating categories subject to Rule 1113 limits. • Report on progress on Reactivity and Availability assessment of solvents found in architectural coatings.
This paper introduces the available technology of chemical coating removal as an alternative to mechanical coating removal by comparing and contrasting the advantages and disadvantages of each chemical coating removal technology. Due to the high cost and environmental drawbacks of mechanical methods of coating removal, chemical coating removal systems have advanced as a cost effective and environmentally friendly way to remove coatings that are highly cost effective on a per square foot basis cost comparison. The presentation will discuss all chemical coating removal technology, features and benefits.
