Ideally, it is desirable to have no soluble salts present on the surface to be coated; however, there is a cost associated with their detection, removal, and testing. These associated surface preparation costs provide incentive for risk assessment to balance the cost-to-benefit ratio of reducing or removing salts that may be present.
