Uncoated steel panels had been allowed to rust in an outdoor atmospheric environment and then were subjected to UHP waterjetting. The panels flash rusted as is normally encountered in standard operating procedures and were then coated with a variety of epoxy marine coatings systems.  Subsequent testing demonstrated that the resultant coatings specimens exhibited good performance properties.
