In August 2022, the United States Department of Transportation Pipeline and Hazardous Materials Safety Administration (PHMSA) revised the Federal Pipeline Safety Regulations to improve the safety of onshore gas transmission lines. PHMSA expects the new requirements will reduce the frequency and consequences of failures and incidents involving onshore natural gas transmission pipelines through earlier detection of threats to pipeline integrity, including those resulting from corrosion or extreme weather events. Additionally, revisions to the regulations address several other areas, including management of change processes, corrosion control, and criteria to repair pipelines. New corrosion control regulations were incorporated into the following sections of the United States Code of Federal Regulations (CFR) Title 49, Part 192, Transportation of Natural and Other Gas by Pipeline: Minimum Federal Safety Standards: 192.319, 192.461, 192.465, 192.473, and 192.478. Additionally, revisions to Sections 192.485 and 192.714 include remedial measures for transmission lines impacted by corrosion.

PHMSA’s Regulation Identifier Number (RIN) 2137-AF39 entitled “Pipeline Safety: Safety of Gas Transmission Pipelines: Repair Criteria, Integrity Management Improvements, Cathodic Protection, Management of Change, and Other Related Amendments” (also known as RIN 2 or the Gas Mega Rule) increases pipeline safety regulatory requirements in 49 CFR 192 for operations, maintenance and integrity management.

Looking at martensitic stainless steels (MSS) NACE MR0175 / ISO 15156 lists six tables with different H2S acceptance levels. Generic Table A.18 lists several MSS with a maximum allowable partial pressure H2S of 0.1 bar whilst equipment specific Table A.23 (Wellhead and tree components and valve and choke components) shows no restrictions when it comes to partial pressure H2S.To substantiate the applicability of Table A.23 a study was performed to evaluate environmentally-assisted cracking resistance of cast alloy CA6NM (UNS J91540) in highly sour environments (Level VII) and the implications of the findings on the usage of CA6NM as pressure containing valve bodies in wellheads.After that a ballot (no. 2013-03) was written to clarify the scope of Table A.23 and limit the use of cast alloy CA6NM (UNS J91540) based on applied in situ stress. An additional note was incorporated for UNS J91540; "Low-carbon martensitic stainless steel J91540; the maximum design tensile stress shall not exceed 2/3 specified minimum yield strength or 345 MPa (50 ksi) whichever is less." The presentation will include field history a historic perspective of NACE MR0175 results of NACE level VII tests the ballot process including an FEA study to simulate stress distribution in valves for wellhead equipment.

Sour Crack Initiation and Propagation Assessment of P110 and Q125RY Casing Materials in Mild Sour Conditions

Currently, API 5CT P110 and Q125 grades are not suitable for sour-service per ANSI/NACE MR0175 / ISO15156 below 175°F and 225°F, respectively; however, there are indications that the materials can be resistant to sulfide stress cracking (SSC) under certain conditions where a combination of hydrogen sulfide concentration, applied stress, pH, and temperature results in a less severe environment. The primary driver behind the work was to identify an acceptable combination of the above variables that could enable the use of P110 and restricted yield Q125 (Q125RY) grades in mildly sour wells. The scope of work included testing three heats each of grades of seamless P110 and Q125RY casing/coupling stock; the tested heats were received from multiple manufacturers. The P110 materials were evaluated using Method A per NACE TM0177 Standard Test Method at varying temperatures (24°, 40°, 48° and 60°C) and partial pressures/fugacities of hydrogen sulfide (0.14, 0.5, and 1 psi); all materials were tested via NACE TM0177 Method D at ambient conditions and 0.14 psi of H2S partial pressure to establish resistance to sulfide stress cracking (SSC) initiation and crack propagation.
